Reviewing procedure

The procedure for reviewing articles published in academic periodicals as defined by the Annex to the Announcement of the Ministry of Science and Higher Education dated 14 September 2012 (based on § 14 Act 1 of the Directive of the Minister of Science and Higher Education dated 13 July 2012):
– in order to evaluate any publication, it is required to call for two independent reviewers not attached to the academic unit to which the author of the publication is linked,
– in the case of a foreign language publication, at least one of the reviewers is attached to an academic institution based abroad in a country other than the home country of the author,
– the author of the publication and its reviewers do not know each other’s names (the so-called double-blind review process), in other cases a reviewer is obliged to sign a declaration about the lack of the conflict of interests, whereas the conflict of interests signifies direct personal relations between the author and the reviewer […], relations of professional subordination or a direct academic cooperation during the last two years prior to the year of preparing the review,
– a review is in written form and contains an unequivocal proposal of the reviewer as to the admission for publishing or the rejection of the aforesaid article.

The principles of reviewing works proposed for publication in “Roczniki Sztuki Śląskiej” remain in accordance with the above listed regulations by the Ministry of Science and Higher Education. Detailed description of reviewing procedures are presented in the brochure on good practice in the academic review procedures [Dobre praktyki w procedurach recenzyjnych w nauce, Ministerstwo Nauki i Szkolnictwa Wyższego, Warszawa 2011] accessible on the MNiSW website.

On submitting an article for publication in “Roczniki Sztuki Śląskiej”, the author accepts the commencement of the reviewing procedure of the text.
Texts are reviewed by two independent reviewers not attached to the National Museum in Wrocław. In the case of foreign language texts, at least one of the reviewers has to be attached to an institution abroad, however on the assumption that the institution in question is based in a country other than the home country of the author of the publication. A list of the reviewers of the submitted works is published annually on the website of the periodical.
Reviewers have to hold an academic degree of at least PhD level, possess appropriate academic accomplishments and professional competences, as well as independence of judgement and unblemished reputation. It is inadmissible that circumstances should exist of any direct personal relations between an author and a reviewer, any relations of professional subordination, or any academic cooperation during the last two years prior to preparing the review, which constitute a conflict of interests.
The editors apply the principle of double-blind review, according to which the two sides remain mutually anonymous.
The editors, together with a full text of the submitted work, provide the reviewer with a review form (see Appendix 1.). The review must conclude with an unequivocal statement of admission or non-admission of the text for publication. Obtaining two positive reviews is a necessary condition for qualifying work for further stages of the publishing process.
The reviewers pass on the completed forms to the editors.
The comments of the reviewers are passed to the author of the reviewed text. He/she is obliged to take note of the expressed recommendations and alter the text accordingly.
The final decision about the admission of a text to print is taken by the Editor-in-Chief, on the basis of the opinions expressed by the reviewers and following consultation with the members of the editorial board of “Roczniki Sztuki Śląskiej”.
Reviewers are obliged to refrain from using the knowledge on the subject of the reviewed works prior to their publication.
Every submitted article is subject to editing.
